Will he get the job?

Hello guys... I've just done another horary chart a few days ago. At first glance, I had perfect confidence that the answer was yes.

I used:
Uranus as significator of querent because it was the rising planet.
Moon as co-sig of both querent and situation.
Jupiter as significator of quesited. Actually Jupiter is also the true significator of querent but because there can only be one significator of quesited, I have opted to use Jupiter for quesited instead.

Jupiter makes a sextile aspect to Uranus. The Moon is separating from a conjunction with Pluto and will conjunct Jupiter before moving out of Capricorn. I thought that was an indication of yes.

No dignities can be found for Uranus. But Jupiter is in terms in Cap at 19 degrees and Moon is in night triplicity in Cap as well.

 


But after thinking about it for awhile, a few questions popped up.

1) Can trans-Saturnian planets be used in horary and what are their dignities?
2) Is it possible to use the rising planet as a significator in the event that its actual significator is the same as the quesited? Or should the secondary ruler be used, i.e. Neptune in this case. 
3) If Neptune was used instead, and there is no aspect between Jupiter and Neptune, but the moon will make is last aspect with Jupiter before leaving the sign, what should the answer be to the above question?

Update: He did not get the job (as shown by chart) but the people who knew he was applying for this job was quite surprised that he didn't get it. Is there anyone out there knowledgeable enough to read more into the chart and find out what went wrong? Would be quite interesting to learn to delve deeper into horary charts.
